Advisory Neighborhood Commission 4E unanimously supports Bill 26-669, the Hair Braiding Licensing Modernization Amendment Act of 2026. The Commission believes the legislation appropriately removes unnecessary regulatory barriers for individuals engaged solely in hair braiding while maintaining appropriate consumer protections. ANC 4E also recognizes the longstanding contributions of Ward 4 small business Cornrows & Co. and its founders, Pamela Ferrell and Taalib-Din Uqdah, whose decades of advocacy helped establish natural hair braiding as a distinct profession in the District and nationwide. The Commission believes the bill promotes entrepreneurship, supports small businesses, preserves cultural traditions, and advances economic opportunity. ANC 4E respectfully urges the Council of the District of Columbia to approve Bill 26-669.
