On July 22, 2026, ANC 1E requested utility-cost transparency and residential ratepayer protections in the final RFK Campus Master Plan. It asks the Office of Planning and implementing agencies to assign phase-specific utility costs to responsible developers, owners, or customers unless a public process finds broader systemwide benefits; publish cost and funding plans; disclose residential rate effects; and consult utility regulators, providers, the Office of the People’s Counsel, and affected ANCs.
