Requests that the Office of the Attorney General (OAG) review and clarify via a Legal Opinion how the “public purpose” standard under D.C. Official Code § 1-309.13(l)(1) applies to programs — such as violence interruption and comparable targeted interventions — that are designed to deliver a broad qualitative public benefit to the community through intensive engagement with a small number of highly targeted individuals. Requests that the OAG address whether, and under what circumstances, the community-wide benefits of such programs may be considered in the public purpose analysis, rather than the number of directly enrolled participants alone.
