ANC 4E adopted a resolution expressing concern over Subtitle N of the FY2026 Budget Support Act, which would transfer jurisdiction of portions of Rock Creek Park, including U.S. Reservation 339 and the Rock Creek Tennis Center, from the National Park Service to the District and authorize a $9 million capital project. While acknowledging potential benefits of local control and improved recreational amenities, the Commission objects to the lack of prior community engagement. ANC 4E urges the D.C. Council to delay action until meaningful consultation occurs and requests detailed information on project scope, boundaries, partnerships, timelines, and impacts on park access, traffic, parking, noise, and the future of Carter Barron Amphitheater.
