ANC 4D urges the Council to pass the Automatic Enrollment for Utility Affordability Act of 2025, the DC Water Billing and Disconnection Modernization Act of 2025, the Utility Disconnection Protection Act of 2025, and the Guiding Renewable Interconnection and Distribution (GRID) Act of 2026. ANC 4D also urges the DCPSC to immediately revert rates to the most recent level prior to the 2024 multi-year rate plan adoption, and calls on the Mayor and Council to increase funding and benefit amounts for the Low-Income Home Energy Assistance Program (“LIHEAP”) as more families fall behind, as well as pursue legislative opportunities to reduce rates for District residents.
